Jobless claims drop to new 4-year low

New claims for unemployment benefits dropped to a fresh four-year low, showing that the job market continues to strengthen.

The Labor Department said Thursday that jobless claims fell 5,000 to a seasonally-adjusted 359,000 in the week ended March 24, the lowest since April 2008, when the economy was in the depths of the recession. The four-week moving average dropped 3,500 to 368,500.

The department also made its annual revisions to the past five years of unemployment benefits data. The revisions increased the number of unemployment benefit applicants in recent months. But the downward trend remains intact.

When unemployment benefit applications drop consistently below 375,000, it usually signals that hiring is strong enough to lower the unemployment rate. The decline has coincided with the best three months of hiring in two years.

Employers added 227,000 jobs to their payrolls in February, taking the tally for the past three months to 734,000. A report on jobs growth during March is due on April 6. A Labor Department official said there was nothing unusual in the state-level data and only two states - Alaska and Hawaii - had been estimated.

The number of people still receiving benefits under regular state programs after an initial week of aid fell 41,000 to 3.34 million in the week ended March 17, the lowest since August 2008.

A total of 7.153 million people were claiming unemployment benefits during the week ended March 10 under all programs, down 131,488 from the prior week.

This means society is providing health insurance for free to some people. They are being subsidized by the people who pay for health insurance. There is no such issue with broccoli. Note I am using the phrase health insurance not health care as some of the justices tried to make a distinction between the two.

We can turn heath insurance into broccoli by denying care at the ER door to the uninsured. This is feasible as healthcare services are excludable. Whether society wants to do that are not is a political judgement. Hence, elections are the right mechanism to determine this issue.

The case involved Roscoe Filburn, an Ohio farmer who wanted to grow more wheat than he had been allotted under quotas introduced during the Great Depression to drive up prices. In deciding against Filburn and in favor of the Department of Agriculture, the justices pointed out that the actions of individual wheat farmers, taken together, affect the price of wheat across many states. That is what gives the federal government the power to limit their actions.

This argument can be made for any good, private or public. Hence, the externality argument made above is not necessary under this precedent. Also, Justice Scalia, Roberts etc can be forced to buy broccoli by law.

What is then the limiting principle? The commerce clause has no limiting principle, according to me, a non-lawyer. The limiting principle is the?imposed by politics:?any politician who seeks to regulate the broccoli market must run for election. This politician will reach the limit of his political career.

Fewer than half Arab leaders attend Iraq summit

(AP) ? Fewer than half the leaders of the Arab world showed up at an Arab summit in Baghdad on Thursday, a snub to the Iraqi government that reflects how trenchantly the sectarian division between Sunnis and Shiites and the rivalry with neighboring Iran define the Middle East's politics today.

As the summit opened in a former palace of ousted Iraqi dictator Saddam Hussein, the powerful Sunni monarchs of Saudi Arabia, Qatar, other Gulf nations and Jordan and Morocco were absent.

The only ruler from the Gulf to attend was the emir of Kuwait, Sheik Sabah Al Ahmad Al Sabah, whose attendance was significant because Saddam Hussein invaded Kuwait in 1990 and occupied it for nearly seven months before a U.S.-led coalition drove his army out. Relations between the two neighbors have been fraught with tension since and even after Saddam's 2003 ouster. Sheik Al Sabah's attendance should cap recent improvement in relations.

One reason for the absences was the Gulf leaders' deep distrust of Iraq's Shiite-dominated government, which they believe is a proxy for Iran. In unusually direct remarks, Qatar's prime minister said the lower representation was to protest what he called the Baghdad government's marginalization of Iraq's Sunni Muslim minority.

Another reason was the bitterness surrounding the main issue hanging over the summit ? the conflict in Syria ? on which Iraq has taken an ambivalent stand.

Arab leaders in the Gulf want tough action to stop the Syrian regime's bloody crackdown on the opposition, with their eye on ultimately bringing down President Bashar Assad. If Assad goes, they hope, they can break Sunni-majority Syria out of its alliance with Iran. However, Iraq, which also has close ties to Iran, has resisted any strong measures by the Arab League on Syria, with its foreign minister Hoshyar Zebari saying he was opposed to foreign intervention there.

The summit is the first held by the 22-member League since the Arab Spring revolts began sweeping through the region more than a year ago. The turmoil forced the cancellation of last year's summit. Since then, four perennials of the summit have been swept from the scene ? Egypt's Hosni Mubarak, Yemen's Ali Abdullah Saleh, Tunisia's Zine El Abidine Ben Ali and Libya's Moammar Gadhafi.

The new leaders of Tunisia and Libya were among the 10 heads of state who attended, but Egypt and Yemen sent lower-level figures, a reflection of the domestic turmoil still roiling those nations.

The summit will also be remembered for an extraordinary precedent. Iraqi President Jalal Talabani became the first non-Arab to chair an Arab League summit. Talabani, a Kurd who speaks fluent Arabic and is well versed in Arab culture, has been a father figure to Iraqis since the ouster of Saddam Hussein in 2003, often acting as a unifier between the nation's rival ethnic and religious factions.

Another Iraqi Kurd, Foreign Minister Hoshyar Zebari, chaired Wednesday's foreign ministers' meeting.

Syria featured in addresses delivered by Arab leaders at the summit's open session which lasted more than four hours.

The leader of Libya's National Transitional Council, Mustafa Abdul-Jalil, spoke of the "scenes of torture and slaughter committed by the Syrian regime against our brothers and sisters in Syria."

Arab League chief Nabil Elaraby called on the Syrian regime to immediately implement a plan put forward by U.N.-Arab league envoy Kofi Annan and warned that the world was running out of patience with its failure to move toward a solution.

In his first comments on Annan's plan, Assad says Syria will "spare no effort" to ensure the mission's success, according to the state news agency. Assad said Annan must also get a commitment from armed groups to cease their "terrorist acts" against his government.

Talabani said Iraq rejected violence and bloodshed in Syria and called for a peaceful solution to end the conflict there and, echoing the language found in a draft communique from the summit, said the Syrian people had a legitimate right to freedom and democracy.

"The Syrian government is required today to listen to the voice of reason and wisdom and stop all kinds of violence," said the emir of Kuwait.

Iraq had hoped that hosting the summit ? its first Arab summit since 1990 ? would herald its return to the Arab fold after two decades of isolation. But the absences and the ability of militants to launch attacks despite a massive security operation ? a mortar hit an area not far from the summit's venue as the meeting started ? suggest that Iraq may still have some way to go before it could fully return to normalcy and reintegrate into the Arab world.

Qatar's Prime Minister Sheikh Hamad Bin Jassem Bin Jabr Al Thani, also the country's foreign minister, told Al-Jazeera late Wednesday that his own nation's low level of representation was a "message" to Iraq's majority Shiites to stop what he called the marginalization of minority Sunnis.

Majority Shiites have dominated Iraq since the 2003 ouster of Saddam Hussein, a Sunni. The nation's once powerful Sunnis complain that the Shiite-led government of Prime Minister Nouri al-Maliki is concentrating power in the hands of the Shiites. There is a growing desire by Sunni-majority provinces to win autonomy as a way to escape Shiite domination.

Tens of thousands of Iraqis died in the sectarian violence that began shortly after Saddam's ouster but peaked in 2006 and 2007. Tension continues to simmers to this day, with occasional attacks by Sunni militants against Shiites and crackdowns on Sunni areas by the Shiite-led security forces.

"Qatar wants the Iraqi government to resolve this in a way that unites the Iraqi people and gives everyone their rights through a dialogue involving all parties," said the Qatari prime minister.

Relations between Iraq and the Gulf Arab nations have also been tense over criticism by Shiite Iraqi politicians and clerics of Bahrain's crackdown on Shiite protesters the past year. The demonstrators seek more economic opportunity and an end to what they see as discrimination by the Sunni ruling family.

Al-Maliki on Wednesday met with Bahrain's foreign minister on the sidelines of the summit. Foreign Minister Zebari later told reporters that Bahrain would not be on the summit's agenda, a decision that appeared to be a concession by the hosts.

The flood of condemnations and denouncements of the Syrian regime in the opening session of the summit could only reinforce their view that it may be too late for diplomacy to bear fruit in Syria.

The Gulf nations, particularly Saudi Arabia and Qatar, have been pushing behind the scenes for more assertive action to end the conflict. Privately, they see little benefit in the Arab League's efforts to reach a peaceful settlement and prefer instead to see a small core of nations banding together to act on their own.

Among the options they are considering are arming the Syrian rebels and creating a safe haven for the opposition along the Turkish-Syrian border to serve as a humanitarian refuge or staging ground for anti-regime forces. Such a step would require help from Turkey ? the country best positioned to defend such a safe haven ? but so far Ankara has seemed reluctant.

For Gulf nations, removing Assad would almost certainly break Syria's alliance with Iran, disrupting the sphere of Tehran's influence that now extends from Iraq and across Syria to the shores of the Mediterranean. Syria's Sunni majority makes up the bulk of the uprising. Assad's regime is dominated by his own Alawite sect, a minority offshoot of Shiite Islam.

Snow White Puts Up A Fight In 'Mirror Mirror'

If you're looking for a fun, fantastical, family-friendly movie to see this weekend, Tarsem's "Mirror Mirror" has you covered. The visually appealing and star-studded film is a new spin on an old classic, featuring an exuberant "man child" of a prince played by Armie Hammer, Oscar winner Julia Roberts as an unhealthily vain Evil Queen and Lily Collins as a more independent and self-assured Snow White.

When MTV News caught up with Roberts and Collins recently, we asked them to explain how their characters differ from the familiar fairy-tale mold.

"I think she's deeply misunderstood," Roberts said of her Evil Queen. "And I think she is correct in her ambition and drive and desire and focus to annihilate Snow White. And I don't think there's anything wrong with that. She's clear," she joked. "She's exacting."

Collins explained that her Snow White is not your typical damsel in distress. "She really becomes a fighter, emotionally and physically, and turns into this young woman who found out that she can save a prince as much as a prince can save her," she said. "She really becomes this fighter, and I got to swordfight and fence and wrestle and do all these cool things that you don't normally associate with a princess."

Speaking of fighters and swordfights, we couldn't help but ask for the castmembers' opinions on the fact that another Snow White-centric film, "Snow White and the Huntsman," will be hot on the heels of "Mirror Mirror" when it opens June 1 and how it might fare against their film.

"I'm interested to see what they did," Hammer admitted. "I think what we did is make a movie that's family-friendly. The parents are going to go to it and enjoy it almost as much as the kids are. Plus our movie kicks that movie's ass, let's be honest," he added with a grin. "Yeah. And we're out first. And we're gonna kick their ass!" he joked, clearly not concerned with competing against "Huntsman." "We're gonna make so much more money than they are! Our Rotten Tomatoes score is gonna be so much higher."

BEIRUT (AP) ? Syrian troops backed by tanks stormed a northwestern town on Saturday in the latest of a series of pushes by regime forces into rebel-held areas, but faced strong resistance from defending army defectors, activists said.

The British-Based Syrian Observatory for Human Rights and the Local Coordination Committees said the troops entered Saraqeb from the north and were advancing amid heavy shelling.

The Observatory said fighting had reached the central market district where army defectors damaged a tank and three armored personnel carriers. It said several members of the military and a civilian were killed, and dozens more people were wounded.

"Large numbers of residents are fleeing the town," said Rami Abdul-Rahman, who heads the Observatory, which has a network of activists inside Syria. "People have been leaving the town for some time but after today's attack the process intensified."

Syria's government has been on the offensive over the past two months and has taken a number of rebel strongholds: the provincial capital and other towns in the northwestern province of Idlib that borders Turkey, the central provinces of Hama and Homs, and the eastern oil-rich region of Deir el-Zour that borders Iraq.

Syria's rebels, who took up arms following the regime's crackdown on protesters, are outgunned by armored units loyal to President Bashar Assad but have opted for hit-and-run raids and ambushes.

The Syrian government cites the rise in such attacks to boost its argument that the uprising is being carried out by terrorist groups acting out a foreign conspiracy.

The LCC said the troops were accompanied by pro-government gunmen known as shabiha and plainclothes security agents who arrived in buses and started conducting raids and detaining people. Calls to the town could not get through. The government is known to cut networks in areas where operations are underway.

Saraqeb, in the northern province of Idlib, had been held by army defectors for months.

The attack came 11 days after troops retook Idlib city, the provincial capital, which had also been under rebel control for months.

The Observatory said Syrian security forces killed 10 people throughout Syria Saturday while the LCC put the death toll at 15.

International condemnation and high-level diplomacy have failed to stop the year-old Syria crisis that the U.N. says has killed more than 8,000 people, many of them civilian protesters.

Earlier this week, a U.N. Security Council statement called for a cease-fire to allow for dialogue between all sides on a political solution. Assad's government played down the statement, saying Damascus is under no threats or ultimatums.

Earlier Saturday, the Observatory and the LCC said troops fired mortar rounds at the rebel-held neighborhood of Khaldiyeh in the central city of Homs in apparent preparation to storm the area.

Abdul-Rahman said the heavily-populated Khaldiyeh has been shelled since early Saturday. The LCC posted a video on its Facebook page showing smoke billowing from a residential area it said was in Khaldiyeh.

The neighborhoods, one of Homs' largest, has been under rebel control for months.

Homs has seen some of the heaviest fighting in Syria's year-long uprising. Government forces crushed a rebel stronghold in Baba Amr neighborhood on March 1.

The Observatory said troops also barraged the town of Qalaat al-Madiq in Hama province with mortars and heavy machine guns. The government has been trying to enter the town for the past two weeks, it said.

Grouplove In 'Honeymoon Phase' On First Date

To spend time with Grouplove is to spend time with great friends you didn't even know you had — or, in my case, two friends I had and lost touch with, only to link back up and see them unchanged (grown and happier, even) in their shared next chapter. See, I went to college with the band's guitarist, Andrew Wessen, and therefore also spent time with his best friend, drummer Ryan Rabin. Reuniting with the pair alongside their new friends did not feel strained or, well, like work.

The five members of Grouplove (also including Hannah Hooper, Christian Zucconi and the very bearded Sean Gadd) met at an artists' retreat Wessen's brother co-founded in Crete, Greece. Immediately uniting over their love of creating music, the five separated upon the end of their stay. But their creative bond was only beginning.

So, when Hooper, Zucconi and Gadd visited Rabin and Wessen in their native L.A., the five decided to retreat to Rabin's basement for a bit of what they did best. Rabin explained, "We decided one day — we were bored, it was raining or something — to make some music."

"It was sunny, actually," the soft-spoken Zucconi chimed in.

"Well, we were just bored, then," Rabin responded, laughing.

And so began the makings of a band then called (the decidedly un-Googleable) Group. They're now one major-label signing and iPod commercial deep, but the band said they've only just begun. As for where Wessen sees himself, and the band, in five years, he said, "In all honesty, we haven't even hit our stride."

Rabin chimed in: "We've only been together — not even making music, just friends — for a couple years. Even though it's nonstop and we're always working, it still feels like a honeymoon phase. And I think we've just got to preserve that for as long as possible, 'cause that's what inspires us too, when we work together."
